And no, I have no idea how to tab those resources, but DJ Doena wrote a small little tool, XsltTransform, that gave a GUI to this functions. Wouldn't it be possible to simply use this mechanism to convert the XML? FormattedValue="?7,95">7.95</PurchasePrice> So, in theory it works, you just have to find out why even the commandline-tool msxsl, utilizing msxml4.dll, can do what the function used by XSLT-Transform botches up.
